Mattingly earned her bachelor's degree (1979) and law degree (1982) from The University of Texas at Austin and opened her own law practice in northwest Austin in 1983, specializing in estate law, business formation, and real estate

Served as Williamson County Precinct 1 Justice of the Peace from 1988 to 1990 and chaired the City of Hutto Planning and Zoning Commission from 2000 to 2004

Held leadership roles in the Williamson County Democratic Party, attended President Bill Clinton's 1993 inauguration as a Texas delegate, and served as a delegate to the 2024 Texas Democratic Convention

Directs that the Texas House of Representatives adjourn in her memory and that an official copy of the resolution be prepared for her family
