Honors Joe Vera III, McAllen assistant city manager, who passed away on April 16, 2025, at age 69

Recognizes his nearly 11 years as McAllen assistant city manager, where he created the McAllen Holiday Parade, South Pole Illuminated Festival, and McAllen Marathon

Acknowledges his prior work for the City of Hidalgo, including launching Borderfest and overseeing development of the Dodge Arena (now Payne Arena)

Notes his service as world board chair of the International Festivals & Events Association and induction into both the IFEA Hall of Fame and Texas Festivals & Events Association Hall of Honor

Extends condolences to his wife Alma, children Trisha and Homer, grandchildren Ryan and Reena, and directs the House to adjourn in his memory
