Requires the Texas Department of Licensing and Regulation (TDLR) to issue licenses to out-of-state applicants who hold a current license in good standing for at least one year in another state with a similar scope of practice, provided they have no disqualifying criminal history, license revocations, or pending investigations

Allows applicants from states that don't require licensure for the same activity to qualify based on at least three years of work experience in that field, combined with meeting criminal history and investigation requirements

Permits TDLR to require out-of-state applicants to pass a jurisprudence examination on Texas-specific laws if such an exam is required of all other applicants

Mandates the department provide a written decision on applications within 30 days of submission and authorizes a fee of up to $100 for these applications

Requires the Texas Commission of Licensing and Regulation to adopt implementing rules by January 1, 2026, with the new process applying to applications submitted on or after February 1, 2026
