Requires insurers to automatically provide written statements explaining reasons for declining, canceling, or refusing to renew insurance policies, eliminating the previous requirement that applicants or policyholders must request this information

Mandates insurers submit quarterly reports to the Texas Department of Insurance summarizing all declination, cancellation, and nonrenewal statements, organized by the affected applicant's or policyholder's zip code

Quarterly reports must specifically disclose any policy decisions based on environmental, social, or governance (ESG) risk scores or diversity, equity, and inclusion (DEI) factors

Requires the Department of Insurance to publish these quarterly reports on its website for public access

Applies to insurance applications made and policies delivered, issued, or renewed on or after September 1, 2025
