Caps local government fees for food service establishments, retail food stores, mobile food units, and roadside food vendors at the maximum amount the state Department of State Health Services would charge, with annual local fees not exceeding biennial state fees

Allows counties with populations of 2.5 million or more, municipalities with populations of 950,000 or more, and their associated public health districts to charge up to 120% of the fee cap after holding an annual public meeting demonstrating the increase is necessary for public safety and adequate staffing

Limits reinspection fees to the lesser of the initial inspection cost or $200, only for violations presenting direct public health risks, with no more than one reinspection fee within 60 days unless the entity failed to make reasonable correction efforts

Prohibits local governments from requiring sound regulation permits or fees for food service establishments accepting deliveries under specified conditions (one hour or less between 10 p.m. and 5 a.m. at 65 dBA or less) or restaurants using amplified sound that ends by 10-11 p.m. at specified decibel levels

Exempts permitted food service establishments and mobile food units from additional local permits when transporting and serving food at workplaces up to three days per week, provided they comply with catering food safety rules and employee certification requirements
