General Land Office shall sell or lease approximately 20.31 acres at 4400 Shoal Creek Boulevard in Austin, currently operated by the Texas State Library and Archives Commission, contingent upon construction and occupation of a replacement state records facility

Proceeds from the Shoal Creek property transaction go into a new "bicentennial Texas State Library and Archives Commission fund" for capital improvements to the Sam Houston Regional Library and Research Center, the Lorenzo de Zavala State Archives and Library Building, and to improve public access to original source materials

Health and Human Services Commission may lease approximately 7.5 acres at West 45th Street and Lamar Boulevard in Austin, with proceeds deposited in the Texas capital trust fund for the commission's benefit

Any lease of the 45th Street/Lamar property must include commission approval of the lessee's proposed use and grant easements to adjacent commission properties
