Amends Section 545.256 of the Transportation Code to expand right-of-way protections beyond pedestrians to include "sidewalk users" operating bicycles, motor-assisted scooters, electric personal assistive mobility devices, skateboards, roller skates, or similar devices

Requires vehicle operators emerging from alleys, driveways, or buildings in business or residence districts to stop before crossing sidewalks and yield to both pedestrians and sidewalk users to avoid collisions

Adds new requirement for vehicle operators entering alleys, driveways, or buildings from a roadway to yield right-of-way to pedestrians and sidewalk users on sidewalks or sidewalk areas crossing the driveway or alley

Takes effect immediately upon receiving two-thirds vote from both legislative chambers, otherwise takes effect September 1, 2025
