Increases the maximum student union fee at UT El Paso from $30 to $150 per student for semesters or terms of 10 weeks or more, and from $15 to $75 for shorter terms

Expands allowable uses of the fee to include demolition of the existing student union building, in addition to financing, constructing, operating, maintaining, and improving the facility

Establishes a phased fee cap: before fall 2026, fees limited to $70/$35; for 2026-2027 academic year, fees limited to $120/$60; full $150/$75 maximum available after September 1, 2027

Requires student approval through a general election for any fee increase exceeding 10% over the previous academic year's fee amount

Takes effect September 1, 2025, with new fee provisions applying beginning with the spring 2026 semester
