Changes the distribution of state traffic fine revenue received by the comptroller from 70%/30% to 50%/50% between the general revenue fund and the designated trauma facility and emergency medical services account

Increases funding to the trauma facility and EMS account from 30% to 50% of traffic fine revenue

Reduces the general revenue fund's share from 70% to 50% of traffic fine revenue

Maintains the $250 million annual cap on deposits to the general revenue fund, with any excess going to the Texas Mobility Fund

Takes effect September 1, 2025, and applies only to revenue collected on or after that date
