Requires certified mail notice to be sent to the commissioners court of each county where a proposed municipal utility district (MUD) would be located at least 30 days before filing a creation petition with the Texas Commission on Environmental Quality

Notice must describe the proposed district boundaries (by metes and bounds or lot/block number if available) and inform commissioners courts of their rights to respond, review the petition, and submit written opinions on the district creation

Amends petition requirements to include a copy of the pre-petition notice for districts subject to the new notification rules under Section 54.0161(a)

Updates statutory references from "Texas Natural Resource Conservation Commission" to "Texas Commission on Environmental Quality"

Applies only to MUD creation petitions filed on or after September 1, 2025; petitions filed before that date remain governed by prior law
