Authorizes the Public Utility Commission to review and adjust electric utilities' vegetation management factors, which allow utilities to recover costs for tree trimming and other vegetation control near power lines

Requires utilities to collect eligible vegetation management costs as contemporaneously as possible, with costs allocated among customer classes based on actual historical monthly usage

Mandates that material under-collected or over-collected balances be addressed through interim adjustments within 90 days, unless the adjustment would cause a 10% or greater total bill increase, in which case the commission may extend the timeline

Allows the commission to defer cost recovery beyond 90 days when extraordinary vegetation management costs are unlikely to continue

Requires electric utilities to reconcile vegetation management costs at least once every two years, with applications due within 180 days after the reconciliation period ends
