Requires state agencies in the executive or legislative branch with more than $10 million in general revenue appropriations and 100+ full-time employees to broadcast live video and audio of open meetings on their websites, beginning with fiscal years starting September 1, 2025

Mandates these larger agencies archive meeting recordings on their websites within 7 days and maintain them for 2 years

Requires smaller state agencies (those not meeting the $10 million/100 employee threshold) to post either audio or video/audio recordings of open meetings on their website or social media account within 7 days

Exempts agencies from requirements during catastrophes or technical breakdowns, but requires reasonable efforts to make recordings available afterward

Applies to open meetings held on or after September 1, 2027, with the act taking effect September 1, 2025
