Amends Section 54.102 of the Water Code to clarify that municipal utility district (MUD) board directors must be at least 18 years old, a Texas resident citizen, and either own taxable land in the district or be a qualified voter within the district

Creates new Section 54.103 establishing stricter qualifications for MUD directors in counties that border Mexico and contain a municipality with population over 500,000 (targeting El Paso County)

Requires directors in these border counties to be qualified voters within the district, eliminating the option to qualify solely by owning taxable land in the district

Allows current board members serving before the effective date to complete their terms under existing qualifications, with new requirements applying only to members elected or appointed after September 1, 2025

Current board members may be reelected or reappointed if they meet the new qualification requirements
