Prohibits citizens of China, Iran, North Korea, and Russia from purchasing or acquiring title to real property in Texas, unless they are U.S. citizens or lawful permanent residents

Bans governmental entities of these four countries, as well as companies headquartered in or controlled by these nations or their citizens, from acquiring Texas real property

Defines "control" as ownership of or power to vote 50 percent or more of outstanding voting interests in a company or entity

Prohibits Texas governmental entities from entering contracts or agreements payable with public money with adverse foreign entities or citizens of China, Iran, North Korea, or Russia (excluding U.S. citizens and permanent residents)

Takes effect September 1, 2025, and applies only to property acquisitions and contracts entered into on or after that date
