Requires the Health and Human Services Commission to implement a monthly quality control review process for SNAP, reviewing random samples of participating households and those denied, suspended, or terminated to verify eligibility and correct benefit allotments

Establishes a 12-month eligibility period for SNAP benefits after initial determination or recertification, reducing the frequency of required recertification for most recipients

Requires SNAP recipients to submit a periodic report between months 4-6 of their eligibility period indicating any changes in income, household composition, or residence

Exempts certain groups from the 12-month eligibility period, including: individuals expecting circumstances to change within 6 months; elderly (60+) or disabled individuals with no earned income in households where all members are also elderly/disabled with no income; and households with able-bodied adults aged 18-53 without dependents

Allows the commission to automate processing of periodic reports when no changes are reported and to align SNAP recertification with children's Medicaid eligibility redetermination in the same household
