Requires all residential solar installation agreements to specify that a licensed electrical contractor will perform the installation and that necessary permits and utility interconnection approvals will be obtained

Establishes civil penalties of up to $2,500 per violation (or $10,000 if an individual over 65 was harmed), with aggregate caps of $50,000 or $100,000 respectively for similar violations

Exempts licensed electrical contractors from registration requirements but subjects them to the contract disclosure provisions; also exempts systems sold before September 1, 2025, systems under 1 kilowatt, and systems for new residential construction
