Expands the advisory committee for metal recycling entities from 15 members to 17 members

Adds one sheriff position specifically for someone with experience investigating theft of tubular steel used in oil and gas well drilling and completion

Adds one member position to represent the oil and gas industry

Requires the public safety director of the Department of Public Safety to appoint the two new members as soon as practicable after the effective date

Takes effect September 1, 2025
