Creates a new criminal offense for theft of oil and gas equipment, defined as machinery, drilling equipment, welding equipment, pipeline equipment, fittings, pumps, vehicles, and other materials used in exploration, development, maintenance, and operation of oil and gas properties

Establishes graduated felony penalties for oil and gas equipment theft: state jail felony for value $2,500-$10,000; third degree felony for $10,000-$100,000; second degree felony for $100,000-$300,000; first degree felony for $300,000 or more

Defines prohibited conduct as unlawfully appropriating oil and gas equipment with intent to deprive the owner through possessing, removing, delivering, receiving, purchasing, selling, moving, concealing, or transporting the equipment

Allows prosecution under both this statute and other applicable laws if the same conduct violates multiple laws

Takes effect September 1, 2025
