Allows the Texas Commission on Environmental Quality executive director to accept inspection reports from licensed engineers or geoscientists for proposed Class I injection well locations, rather than requiring agency-conducted inspections

Requires third-party inspection reports to confirm the licensed professional inspected the location to determine local conditions and probable effects, and to state their determination on casing requirements

Permits licensed engineers or geoscientists to conduct inspections either in person at the proposed well location or virtually using satellite/aerial imagery, mapping software, or other appropriate information sources

Applies only to permit applications filed with TCEQ on or after September 1, 2025; applications filed before that date remain subject to prior law
