Requires the Texas Commission on Environmental Quality (TCEQ) to prioritize conservation of regional groundwater supplies when reviewing applications to amend restoration table values for uranium mining operations

Expands the types of applications that qualify as uncontested matters (not subject to contested case hearings) to include amendments allowing mining and restoration activities within existing permit boundaries, not just new authorizations

Adds mandatory notification requirements within 30 days of administrative completeness to surface landowners, mineral rights owners of the production area tract and adjacent tracts, and any groundwater conservation district in the county

Changes terminology from "production zone" to "production area" and requires groundwater quality restoration values and range tables for each production area addressed in an application

Repeals Sections 27.0513(f) and (g) of the Water Code and applies only to applications submitted on or after September 1, 2025
