Amends Section 2051.0441 of the Texas Government Code to allow governmental entities to publish public notices in digital newspapers as an alternative to traditional print newspapers

Digital newspapers must meet six requirements: have an audited paid-subscriber base, been in business at least three years, employ staff in the governmental entity's jurisdiction, report on local events and governmental activities, provide general interest news, and update news at least weekly

Traditional newspaper requirements remain in place, including devoting at least 20% of column lineage to general interest items, weekly publication, proper postal registration or 51% county circulation, and 12 months of continuous publication

Passed the Senate 30-0 on April 10, 2025, and the House 125-0 on May 2, 2025

Takes effect immediately with two-thirds vote of both chambers; otherwise takes effect September 1, 2025
