Requires all contracts for the use of property owned or leased by governmental entities (state agencies, courts, counties, municipalities, and special districts) to include a provision prohibiting contractors from banning licensed handgun carriers from the property

Contractors cannot post 30.06 or 30.07 signs (trespass warnings for concealed and open carry) on government-owned or leased property they use under contract, unless handguns are already prohibited by state law (such as courthouses or schools)

Civil penalties for violations range from $1,000-$1,500 for a first offense to $10,000-$10,500 for subsequent violations, with each day of a continuing violation counting as a separate offense

Texas residents or licensed handgun carriers may file complaints with the attorney general after providing the contractor written notice and a 3-business-day cure period; penalties collected go to the compensation to victims of crime fund

Applies to new contracts and existing contracts that are renewed, modified, or extended after the effective date (September 1, 2025, or immediately upon two-thirds legislative vote)
