Requires out-of-state college athletic teams to certify compliance with Texas biological sex requirements at least 30 days before competing against Texas public higher education institutions

Out-of-state institutions must certify they will follow the existing requirements under Section 51.980(b) of the Education Code, which governs athletic team participation based on biological sex

Applies to intercollegiate athletic competitions beginning with the 2025-2026 academic year

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
