Prohibits the State Bar of Texas from adopting rules, policies, or penalties that limit a person's ability to obtain, maintain, or renew a law license based on their sincerely held religious beliefs

Bars the State Bar from burdening applicants' or members' free exercise of religion, freedom of speech (including speech on religious beliefs, political ideology, or societal views), membership in religious organizations, or freedom of association

Provides exceptions allowing the State Bar to impose limitations if they are essential to a compelling governmental purpose and narrowly tailored, or if they restrict willful expressions of bias or prejudice in adjudicatory proceedings

Allows affected persons to assert violations as a defense in administrative hearings or as a claim in judicial proceedings, except violations cannot be used as a defense against sexual misconduct allegations or criminal prosecution

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise becomes effective September 1, 2025
