Requires the Texas Department of Transportation to amend the existing comprehensive development agreement for State Highway 130 Segments 5 and 6 (from U.S. Highway 183 to Interstate Highway 10), originally entered into on or before March 22, 2007

Allows extension of the agreement term by up to 20 additional years if the amendment outlines public benefits and requires the private participant to provide agreed-upon consideration

Mandates that any funds received from the private participant be used exclusively for nontolled transportation projects located between Interstate Highway 35 and State Highway 130 in counties where the SH 130 project exists

Requires each nontolled transportation project to receive county approval before the department can expend funds on it

Requires the department to submit an implementation report to legislative transportation committees by December 1, 2026, with this reporting requirement expiring September 1, 2027
