Expands the role of alternate presiding judges to allow them to appoint election clerks independently, with both the presiding judge and alternate presiding judge each required to appoint at least one clerk per precinct

Grants alternate presiding judges the right to freely occupy and observe voting areas, prohibiting anyone from preventing their access to where voters are being accepted

Extends the deadline for county party chairs to submit lists of potential election clerk nominees from 25 days to 30 days before a general election

Requires presiding judges and alternate presiding judges to appoint equal numbers of clerks when possible, with each selecting from party-submitted nomination lists

Repeals Section 32.032 of the Election Code and takes effect September 1, 2025
