Applies only to counties with a population of 2.5 million or more that are adjacent to a county with a population of more than 2.1 million (effectively targeting Dallas County, which borders Harris County)

Allows appointment of an attorney to represent indigent persons specifically for initial magistrate appearances following arrest, including appearances required under Articles 14.06(a), 15.17(a), or 15.18(a) of the Code of Criminal Procedure

Requires the county to appropriate funds for this purpose before such appointments can be made

Limits the appointed attorney's representation to the magistrate hearing only; representation in subsequent proceedings requires a separate appointment under standard provisions

Takes effect September 1, 2025, and applies only to persons arrested on or after that date
