Expands eligibility for state financial assistance under the aviation facilities capital improvement program to include commercial service airports jointly managed with a public agency of another state that serve a county adjacent to the Texas border

Maintains existing eligibility for commercial service airports located in Texas-Mexico border counties with populations under 300,000

Amends Section 21.115 of the Transportation Code to add the new category of eligible airports

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
