School districts must refer students receiving special education services based on a diagnosed or suspected intellectual or developmental disability to a local intellectual and developmental disability authority

Referrals are for accessing services or public benefits, including Medicaid waiver programs established under Section 1915(c) of the Social Security Act

Adds new Section 29.030 to Subchapter A, Chapter 29 of the Texas Education Code

Requirements apply beginning with the 2025-2026 school year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
