Authorizes the Texas Department of Public Safety (DPS) to verify an individual's identity by comparing their facial image against the DPS image verification system, but only after entering into a memorandum of understanding with the requesting party

Requires identity verification requests to include a facial image of the individual, the individual's consent, and payment of an established fee

DPS must establish a fee sufficient to cover all direct and indirect costs of operating the identity verification system, and the department retains discretion to refuse any verification request for any reason

All information submitted for identity verification requests, including images and personal identifying information, is confidential and exempt from public disclosure; DPS must destroy this information after completing or refusing each request

DPS may contract with private vendors to process identity verification requests and must adopt implementing rules by December 1, 2025, with the act taking effect September 1, 2025
