Expands the offense of smuggling of persons to include knowingly assisting, guiding, or directing two or more individuals to enter or remain on cultural resource sites, natural areas, open space areas, or parks without the owner's consent, in addition to the existing prohibition on agricultural land

Adds new definitions to the Penal Code for "cultural resource site or area," "natural area," "open space area," and "park" by referencing Section 24.001 of the Parks and Wildlife Code

Applies only to offenses committed on or after September 1, 2025; offenses committed before that date remain governed by prior law

Takes effect September 1, 2025
