Establishes the Texas Advanced Nuclear Energy Authority, administratively attached to the governor's office, to strengthen the nuclear industry and accelerate integration of advanced nuclear technology into the state's economy with a goal of connecting advanced nuclear reactors to the power grid by 2035

Creates an 11-member executive committee including 3 governor appointees, 2 lieutenant governor appointees, 2 speaker appointees, representatives from Texas A&M, UT System, and Abilene Christian University, plus one nonvoting student ambassador

Requires the executive committee to appoint a nuclear permitting officer who serves as a single point of contact for stakeholders, identifies siting opportunities, and helps industry navigate local, state, and federal regulations for nuclear facilities

Establishes the Texas Advanced Nuclear Innovation Fund as a dedicated account to provide matching funds for advanced nuclear research projects, award grants to businesses for nuclear energy development, and support staff services

Mandates a biennial report to the governor and Legislative Budget Board by December 1 of each even-numbered year detailing activities, funding opportunities, legislative recommendations, and research accomplishments
