Enacts Texas's participation in the Dentist and Dental Hygienist Compact, an interstate agreement allowing licensed dentists and dental hygienists to practice in other participating states without obtaining additional state licenses

Creates a "Compact Privilege" system where licensees with qualifying, unencumbered licenses from one participating state can practice in other member states after paying applicable fees and meeting jurisprudence requirements

Establishes the Dentist and Dental Hygienist Compact Commission as a joint government agency to administer the compact, maintain a data system of licensee information, and promulgate rules with the force of law in participating states

Exempts active military members and their spouses from Commission fees for obtaining a Compact Privilege, though remote states may still charge reduced or no fees

Designates the Texas State Board of Dental Examiners as the compact administrator for Texas and authorizes the board to adopt rules for implementation, with the compact becoming effective once seven states have enacted it
