Requires the Health and Human Services Commission to exclude fees, charges, or rates offered as part of fee-based membership discount programs when determining the "usual and customary" rates for Medicaid medical assistance payments

Maintains that Medicaid reimbursement for medical assistance services is based on the usual and customary fee prevailing in the community, unless limited by state or federal law

Allows state agencies to delay implementation if federal waivers or authorizations are required, and directs affected agencies to request such waivers as needed

Takes effect September 1, 2025
