Applies only to counties that have a river as a border with two other states (likely Bowie County in northeast Texas)

Allows holders of a converter's license with physical presence in qualifying counties to sell directly to retail purchasers without obtaining an additional dealer license or general distinguishing number

Permits retail sales of new motor vehicles that the converter converted, provided the vehicle manufacturer transferred the chassis and manufacturer's statement of origin to the converter

Allows retail sales of trailers or semitrailers that the converter manufactured

Requires converters making retail sales under this provision to assume all dealer responsibilities and obligations to retail purchasers under Texas law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
