Expands eligibility for the Lone Star Workforce of the Future Fund grant program to include "qualifying general academic teaching institutions" alongside the existing eligible entities (public junior colleges, public technical institutes, and nonprofit organizations)

Defines a qualifying general academic teaching institution as one that has student enrollment under 10,000, is located in a county with population under 35,000, and is designated by the U.S. Department of Education as a Minority Serving Institution (MSI)

Maintains existing grant eligibility requirements including operating performance-based workforce training programs in high-demand occupations, demonstrating successful outcomes through third-party validated data, and securing at least 40% of funding from non-state sources

Requires grant recipients to collaborate with regional employers, workforce boards, and community organizations to align training programs with in-demand skills and employment pathways

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
