Expands the definition of "custodial officer" in the Employees Retirement System of Texas to include juvenile correctional officers and caseworkers employed by the Texas Juvenile Justice Department, making them eligible for enhanced retirement benefits

Allows eligible TJJD employees to receive service credit toward the law enforcement and custodial officer supplemental retirement fund for their work in juvenile corrections

Permits prior service credit earned as a juvenile correctional officer or caseworker before the effective date to count toward custodial officer benefits, but only if the member retires on or after September 1, 2027

Requires the Texas Juvenile Justice Department to certify eligible employees to the retirement system and begin collecting supplemental retirement fund contributions starting with the first pay period after September 1, 2025

Directs the Employees Retirement System board of trustees to adopt implementing rules in consultation with the Texas Juvenile Justice Department
