Expands parental access to school district records by explicitly including "electronic" records in addition to written records concerning their child

Requires school district employees to obtain written parental consent before administering student well-being questionnaires, health care screening forms, or surveys to students

Maintains existing parental consent requirements for psychological examinations, tests, or treatments, and for video or audio recording of students

Exempts examinations, tests, or treatments required under Section 38.004 or state/federal special education laws from the parental consent requirement

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
