Adds buried communication facilities located in existing road rights-of-way to the list of categorical exclusions from archeological site notification requirements under Section 191.0525 of the Natural Resources Code

Installation, maintenance, operation, replacement, or minor modification of these buried communication facilities will no longer require notification to the Texas Historical Commission before work begins on state or local public land

The exemption applies because activities in previously disturbed areas (existing road rights-of-way) have minimal risk of damaging archeological sites

Takes effect immediately if passed by two-thirds vote of both chambers; otherwise takes effect September 1, 2025
