Requires pharmacy benefit managers (PBMs) to comply with prescription drug insurance regulations under Subchapter L and Subchapter M of Chapter 1369 of the Insurance Code for all health benefit plans they administer, unless a plan is expressly excluded

Extends the applicability of these prescription drug insurance laws to health benefit plans provided to Texas residents, regardless of whether the plan was delivered, issued, or renewed inside or outside the state

Directs the commissioner of insurance to repeal any existing rules that conflict with the new law as soon as practicable after the effective date

Applies only to health benefit plans delivered, issued for delivery, or renewed on or after January 1, 2026

Takes effect September 1, 2025
