Creates a new criminal offense called "criminal pursuit" under Chapter 15 of the Texas Penal Code

A person commits the offense if, with intent to commit robbery, burglary involving theft, or theft, they: (1) knowingly follow another person from a commercial business or financial institution on the same route without substantial deviation, (2) are a member of a criminal street gang, and (3) possess two or more criminal instruments

All three elements must be present for the offense to occur

Criminal pursuit is classified as a third degree felony

Allows prosecution under both this new offense and any other applicable offense for the same conduct

Effective date: September 1, 2025
