Allows any person, business, organization, or entity to freely reproduce, copy, or use forms created by Texas state agencies that are intended to facilitate public interaction with those agencies

Prohibits state agencies from imposing restrictions or conditions on public reproduction or use of such forms, except as necessary to comply with state or federal law

Does not authorize altering form content in ways that would make forms inaccurate or noncompliant with applicable laws

Does not require state agencies to provide copies of forms to the public

Takes effect September 1, 2025
