Defines "group home consultant" as a person who refers potential residents to specific group homes and collects compensation for the referral

Prohibits group home consultants from referring potential residents to group homes that lack required state licenses or local permits

Allows referrals to unlicensed/unpermitted group homes only when no licensed option exists in the desired geographic region or when the potential resident cannot afford licensed facilities in that area

Requires consultants to inform potential residents of any complaints against an unlicensed group home that the consultant has actual knowledge of before making a referral

Creates a Class B misdemeanor offense for group home consultants who violate these referral requirements; effective September 1, 2025
