Requires Texas workforce development plans to establish specific goals, objectives, and performance measures for individuals ages 14-24

Mandates the Texas Workforce Commission to annually evaluate the effectiveness of federally funded youth workforce programs under the Workforce Innovation and Opportunity Act

Requires annual evaluation to include calculations of funds spent on youth employment, school dropout re-enrollment efforts, and participation in postsecondary education, technical education, or military programs for ages 14-24

Evaluation must assess each local workforce development board's efforts to meet employer workforce needs and track the number of eligible youth receiving services in each area

Commission must submit a biennial report to the legislature by January 15 of odd-numbered years detailing program effectiveness, employment outcomes by area, multiyear trends, and legislative recommendations; effective September 1, 2025
