Extends the maximum duration emergency shelter facilities can provide care to minors from 15 days to 30 days before requiring additional consent or meeting specific conditions

Clarifies that emergency shelter facilities may provide shelter and care to minors along with any children who accompany them

Allows continued shelter beyond 30 days if the minor provides consent (meeting specific eligibility criteria) or if the minor has qualified for financial assistance and is on a waiting list for housing assistance

Specifies that minors age 16 or older who live independently and manage their own finances, or unmarried minors who are pregnant or parents, may consent to extended emergency shelter services

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; applies to all shelter care provided on or after the effective date regardless of when services began
