Prohibits government entities from using public money for gender modification procedures or treatments, including surgeries (castration, hysterectomy, mastectomy, vaginoplasty, phalloplasty, etc.), puberty blockers, and cross-sex hormones

Bans coverage of gender modification procedures under state government health plans, including the Texas Employees Group Benefits Program, Teacher Retirement System, state Medicaid, and the Children's Health Insurance Program (CHIP)

Imposes strict liability on health insurance plan issuers for lifetime medical, mental health, and pharmaceutical costs of patients who receive covered gender modification procedures, including costs to reverse treatments

Makes physicians and health care providers strictly liable for lifetime medical costs and subject to malpractice claims for providing gender modification procedures or treatments

Exempts medically necessary treatments for patients with verified genetic disorders of sex development (intersex conditions), such as chromosomal abnormalities or ambiguous reproductive anatomy, from the coverage ban and liability provisions

Takes effect September 1, 2025, applying to health plans delivered or renewed after that date
