Requires healthcare covered entities to notify parents, guardians, or managing conservators every six months by email when their access to a child's (age 17 or younger) electronic health records through online patient portals or health apps is restricted

Notifications must include the telephone number, email address, and mailing address of the division that maintains the child's records, informing parents they can access records by contacting the entity directly

Notification requirement only applies when the child received care or treatment from the covered entity within the preceding 48 months

Covered entities are not required to verify or ensure that the parent, guardian, or managing conservator actually received the notification
