Public universities offering fixed tuition rate programs must provide students with information explaining how the program affects their cost per credit hour, including current rates and tuition amounts for varying course loads

Transfer students must receive this information when offered the opportunity to participate in a fixed tuition rate program

Students enrolled in fixed or flat-rate tuition plans must receive the cost information in registration materials, tuition billing statements, on the institution's website, and in financial aid materials

Creates new Section 54.018 in the Education Code establishing disclosure requirements for flat-rate tuition plans, where students are charged for a specified number of credit hours regardless of actual enrollment

Effective date is September 1, 2025
