Authorizes commissioners courts in specific counties to regulate recycling businesses operating in unincorporated areas of the county

Applies only to counties that contain a municipality with a population of 500,000 or more AND are located on an international border (effectively targeting El Paso County)

Prohibits county regulations from conflicting with existing state laws governing recycling businesses, including Chapter 396 of the Transportation Code

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
