Authorizes commissioners courts in qualifying counties to regulate junkyards, automotive wrecking and salvage yards, and recycling businesses located in unincorporated areas

Applies only to counties that contain a municipality with a population of 500,000 or more AND are located on an international border (effectively targeting El Paso County)

Prohibits county regulations from conflicting with existing state laws governing these businesses, including requirements under Transportation Code Chapters 391, 396, or 397

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
